It depends on context. That picture from the Von Trier movie is, in my opinion, far more SFW in the context of a movie review on a well known news page than a gallery of pictures of cars and fully dressed models on a blog. The fact you can see 'more' of miss Gainsbourg physical features is irrelevant, imho.
